Request, the Mayor and City Engineer answer the following questions in writing by Friday, 12:00 noon, May 16, 2014 and that each of the aforementioned be invited to the next Council of the Whole meeting on Monday, May 19, 2014 to review and discuss the answers.

1. Please provide a summary of how Waltham’s I/I situation was measured when the city entered into a revised Administrative Consent Order (ACO) with the Massachusetts Department of Environmental Protection (DEP) in 2010, and how those factors measure today.

2. How much money has the city collected in I/I mitigation fees since 2010, where has that money has been spent to date, what is the current balance in the fund, and how does the city intend to expend those fees?

3. How many I/I removal projects have been completed since 2010? Please identify which projects were completed by the City and by private interests, and the results of each projects.

4. Who oversees the public works projects that are undertaken by private interests at the City’s instruction? How are these projects monitored for public safety?

5. Is there is a goal that DEP is expecting the city to reach, and where is the City in terms of measuring our progress?

6. How much will it cost the City to address the full extent of the I/I problem to DEP’s satisfaction?

7. What is the City’s long range plan for correcting the I/I project to DEP’s satisfaction, and what is the anticipated date of accomplishing that objective?

8. Why hasn’t the City utilized the State Revolving Fund (SRF) since 2007 to undertake I/I removal, especially when the SRF program offered 0% interest loans during the ARRA years?

9. Why is the City directing businesses to approach private residences to redirect sump pumps on private property, when the City’s online Sump Pump Amnesty Program materials claim that the program is funded by the city?
